Mr. Bill Finerfrock will discuss the Equality in Medicare and Medicaid Treatment Act. This bill requires the Center for Medicare and Medicaid Innovation to test a payment model that addresses social determinants of health and health disparities, particularly with respect to minorities, underserved areas, and high-risk individuals.

Bill FinerfrockOn January 1, 2014, Mr. Finerfrock became the President and Owner of Capitol Associates (CAI), a government relations/health policy consulting firm based in Alexandria, Virginia. Prior to assuming ownership of CAI, Finerfrock was a Senior Vice President in the company for more than 20 years. Finerfrock has worked in and with the U.S. Congress and Federal agencies on health policy matters for 40 years. Finerfrock is also the Co-founder and Executive Director of the National Association of Rural Health Clinics, a non-profit organization representing the interests of federally certified Rural Health Clinics and the patients they serve.

Finerfrock is also a member of the Movement Is Life (MiL) Steering Committee. MiL is a multi-disciplinary coalition seeking to eliminate racial and ethnic disparities in muscle and joint health by promoting physical mobility to improve the quality of life among women, African Americans and Hispanics. Finerfrock directs MiL’s health policy initiative focusing on how payment policy contributes to health disparities.
